Purpose

Organise and implement, in accordance with German legal and financial charity law, the financial, administration and documentation processes within a German charity.

 

Background

WeMove Europe is a citizens’ movement campaigning online across Europe (www.wemove.eu). Established in Germany in 2015, WeMove is organised through two different entities: the charity WeMove Europe gGmbH and the cooperative WeMove Europe SCE mbH. WeMove operates according to German charity laws and regulations in its legal and financial processes, and in order to do this properly, WeMove is seeking consultant support, with experience of German charity law, for the development and implementation of related processes.

 

Expected outcomes

 

Charity financials  [roughly 8 days]

Development and implementation of administration and documentation processes for financial relations:

  • Service contracts (legal framework/guidelines, contracts, documentation, reporting, invoices)
  • Donations (transfers and related documentation)

Specific tasks

  • Service contracts
    • Develop template service contracts and invoice formats (including legal review)
    • Develop and support implementation of charity-specific financial administration processes
    • Develop and support implementation of time tracking system
    • Identify processes and roles for monitoring and reporting
  • Donations
    • Review administrative processes of charity donations accounting
    • Develop standard templates for charity donations accounting
    • Develop processes for monitoring and reporting

Charity projects  [roughly 12 days]

Establishing the administration, documentation and decision-making processes for charity projects.

Specific tasks

  • Charity project set up                                                
    • Establish guidelines for:
      • decision making around charitable projects
      • documentation of charitable projects
  • Documentation of current charity projects                                                    
    • Set up contracts (including legal review)
    • Collect documentation and financial information related to current projects
  • Charity Website                                                                                    
    • Coordinate further development of the website
    • Collect relevant website content from implemented and current projects
    • Organise for translation into English
    • Identify management processes and roles for maintaining the website

Partnerships  [roughly 5 days]

Establishing the administration, documentation and decision-making processes for charity partnerships.

Specific tasks

  • Develop template partnership contracts & documentation (including legal review)
  • Develop process for setting up partnership agreements
  • Develop the administrative processes of partnership accounting
  • Identify processes and roles for documentation, monitoring and reporting

The consultancy will be carried out independently, under the supervision of our Finance and Operations Director, in close cooperation with staff responsible for related work areas. Coordination of this cooperation with staff, for the purpose of the consultancy outcome, is part of the consultant responsibility.

 

Skills and experience required

  • Recent knowledge of German charity law
  • Experience with contracts set-up
  • Experience of handling legal processes and communication
  • Experience with organisational processes organised under German charity law
  • Experience with coordinating the implementation of administrative projects
  • Passionate about processes and procedures
  • Fluent in German (for communication about legalities) and English (internal working language)

Bonus skills (but not required)

  • Experience of (online) campaigning
  • Website development skills

 

Implementation

Work effort estimated to 25 days, in total

Implementation period: June – August

Work location flexible, with possibility to work in the WeMove Europe office in Berlin

 

Renumeration

Competitive consultant fee, depending on experience.
